Thaks, DB. Replacing the tail cone was simply suggested above. It wouldn't be a bad idea if there were damage lurking underneath. When I recognized the JB weld goop, I remember thinking whoever did the job was excellent at it. If it's factory, that would explain a lot. I'll look up next to the speedo to compare.

And thanks for verifying the strapping, Peon77. I have some old US Air Force name straps I was going to repurpose. I now think that's the plan. Bruce's Tywraps sounded too...modern.
