Another frequency valve question

I'm back on here after a few years away from Porsches. I've got a 1988 930 project. It sat for maybe five years, now trying to get it running. I've got great spark, timing looks about right but will not start correctly. I got it running for about a minute by pressing down on the metering plate but it wasnt right. I've ordered a fuel head kit. CCP is about 2B, WCP a little low at 3.4B. I'm thinking ethanol damage to the rubber diaphram. I've never worked on a K jet unit, just the Euro cast iron units, so have a couple questions.

Is the frequency valve supposed to sing with the key on but engine off?

Will it run ok without the freq. valve operating say up to 3000 rpm or so? I just want to get it running so I can move it, don't need boost.

I pumped the old fuel out, new non-ethanol fuel, checked pump flow, new green wire, etc etc.

Yes the valve will sing once you turn the key to on. It's not really doing anything until the pumps are running and the air flow metering plate/arm is deflected enough to open up the fuel ports in the fuel head.
Won't run worth a crap if you were to disconnect the freq valve...will run super lean and you can't compensate for that by merely cranking down the mixture screw. The whole system would need to be recalibrated at each injector feed.
I tried once disconnecting the freq valve for kicks and giggles...no workie as I described.

OK thanks. I will have to do some more investigation because I can't hear it with KOEO. I'm waiting for the fuel head kit now. I just want to get it running so I can move it around. It has headers, K27-7200, Garretson IC. It had a Pierburg valve setup for enrichment delay but that is in a box right now. My eventual plan for this is a total rebuild with SC cams along with the 007 mod to the fuel head and get rid of the FV and all the other garbage under the seat.
