65 psi to low for system pressure if so which pump should I start with front or rear?

Where are you checking it? You can raise/lower the system pressure by adding/removing shims in the fuel head

Between the fuel head and the warm up regulator the manual says 6 bar to 6.7 for system pressure. Im going by the factory manual, and just had fuel head remaned to stock specs.

System pressure needs to be ~85psi or so. Start with the fuel filter.

I replaced the fuel filter, I added shims and the pressure still will not go up! i took the relay out of pump 2 and the 1st pump sounds good. I put back relay 2 and removed relay 1 and the 2nd pump sounds like crap!
