Oddly enough one picture of a tire seems to show a date code in 1981. I am not certain of this - but it sure looks no different than date coding embossed on tires today.
IMO - numbers matching chassis/motor/trans will bolster value. With that said - mileage will certainly be nearly impossible to verify unless you can track the mileage of the car when it was federalized and then track mileage thereafter. 20K would be cool - it's just sad the condition of the car as it will really affect value.
Good luck; I remember seeing your pictures from another thread you posted. I cringe at the cash investment it will take to bring this car back.
