No the cold pressure has no effect on warm control pressure and enrichment pressure once its warmed up to operating temps and it is functioning properly. It physically disengages from the rest of the control system within the WUR housing once the heating element has heated the bimetallic spring all the way. It works just like the thermostat in your old home wall thermostats.
The enrichment control pressure and warm control pressure go hand in hand though.
