does anyone run carbs on modified 3.3 turbo engines? is this not a good way of getting rid of the cis?

no, not a good way. Turbo plus carbs is not an easy thing to make work. The easy way is to do draw through (carb before turbo in intake system), which would make for some unusual plumbing with 2 IDAs.
