The engine I just tore down to rebuild is a 78sc. The cam numbers are as follows, 930 105 1487R

Your cams are SC cams. It is unlikely that they have been reground. SC (CIS) cams do not have enough material on them to allow them to be reground without first welding them up.
You can check the cam profile by measuring the intake and exhaust lobes with a dial gage and comparing the results to the SC cam specs. Probably not necessary given that the cams are most likely not the culprit.
