Weber carb. questions

I'm re-building my 40ida's. I noticed that the new needle valves came with a white plastic collar around the top. In one kit they were loose in the bag. In the other, they were attached to the top of the needle valve. Anyone know what these are? I thought they might be some kind of protection for the valve in the bag, but it would make more sense if they were on the bottom.
-Second question- Can someone tell me the proper starting point for the idle mixture and air adjusting screws? Thank you in advance!
