Question Can you achive the rigth tork value with loctite

I have removed my flywheel, and saw that the bolts was not secured with loctite.

Wayne describe in his very fine book, that you should use a very
little amount of loctite 271, but can you realy get the rigth tork value, when these bolt are not oiled.. ?? i think the question is the same with the rod bolts.
