hot cam and CIS

In Wayne's book the dicsussion about high overlap cam with cis resulting from intake reversions and sensor plate fluttering causing inaccurate fueling.

I like to know if this is only at idle and low rpm or over the entire rev range. For a track car with no smog worries and idle worry could you do with a really high overlap cam with a CIS system?
