Sounds like idle ignition timing may be retarded to 0 or a little after TDC for emissions and heating up a catalytic converter faster and isn't advancing to a little before TDC just above idle, and or the fuel mixture is too lean.

Without know anything about which car, model, year, mileage, and how its been since a major tuneup, its difficult to offer anything constructive.

I would recommend a leakdown test to see what condition its in.

I had the same issue on my 930. My daughter could outrun me to the next mailbox on her tricycle. It was timing. Static timing at idle was 5* after TDC and the vac/boost pot was shot.

I locked the distributor and put in a MSD 6AL-2 programmable ignition. I have idle advance set at 14* BTDC ramping to 26* by 2000 RPM. Completely different machine.

Now, I went further with that project than you need to at this point because I knew what all of my issues were. Start by advancing the timing bit by bit with a timing light. Before you put it under a full throttle high rev load, be sure to check your 4k advance to spec for your model to make sure you didn't go too far with the static at idle.

Could be many things causing the issue but this is an easy and free place to start.
