2.2 rods...

Got a question about rod groups and weights. What is the greatest weight deviation between rods in a factory motor you have seen? Sent out a set of rods to be balanced on a motor that is a first time rebuild(They were from group 25).Factory tech specs state 9 gm max.variance .Didn't weigh them before I sent them out,got them back and tossed em on a scale (+- 1gm at 1 kilo)and got a 13 gm variance and the rods are now from 3 separate weight groups.Don't have photo evidence of the rod groups before sending them out.Was wondering if there is any possibility the factory would mix weight groups and have out of spec weight tolerance.I am second owner, had the car since 1980,and the case has never been apart until now.Any opinions contrary to a mix up at the machine shop?Settling up the bill this week and don't want to pay for mistakes. Thanks in advance for any help on this matter.

Every set I have seen is around +/- 1 gram or less.
