The Australian Valve cover? Down under the lower valve cover.

I think I figured it out. Its an oil drip rail for the valve cover.

Is that attached to the heads near the exhaust ports?

its actually attached to the cam housing.

If I had to guess, I would guess drip tray as well.
It is not a Porsche factory installed part.
