Agreed you need to push it. You can try moving the rotor a little bit to ensure you are not right at the angle that causes interference with the gear teeth. BTW the rotor will rotate as the gears engage so make sure it is rotated offset about the right amount or you will have to pull it out and repeat.

Try a longer bolt to help you seat it.
