09 328i e90 A/C problem

Need help please on this ac problem that only blows 70 degree air in Arizona. I have had it to reputable BMW shop AZ Bimmer Motor Werks. $1800.00. They say I need a new compressor, condenser and expansion valve. This car has 63000 miles on it and is very clean. Does the condenser need replaced with drier as a unit or can the drier be replaced separately maybe it is less labor?
Is it possible to start with the expansion valve evacuate and recharge?
Then the condenser drier? Or the compressor last or first.? Why all components?
Is it possible there is debris or contaminants in the system?
Please advise me help!!!
I don't mind changing these parts myself as I am quite mechanically inclined I will just need to take it somewhere for a evacuate and recharge.
