R1200S Key Coding

I have purchased 90% of my parts at Maxmotorcycles. I ordered a second key
and was directed to a different sales person that asked for scanned copy of my key and title. I submitted these and they he asks me for registration. I tell him bike was exported and that I will never register the bike for obvious reasons. He then tells me he will make a copy as soon as he get the registration WTF!

I wonder if anybody knows how the key encoding is done since I can purchase a blank on ebay and have it cut locally. Then take it to my local Motorrad dealer and have them do their thing...

There is a transponder in the key which interacts with the lock ... Only BMW (or an authorized dealer) with the necessary equipment can do the programming.
