The window not sliding down problem is an issue with the switches in either the door handle or the door lock mechanism itself. The procedure for repair is documented in this article. If the car doesn't turn on, then indeed, it may be a problem with the alarm or key. Unfortunately, the only real way to check to see if the key is properly registered with the DME and alarm system is to have it checked on the Porsche factory tool (PST-2 or PIWIS). Except for a few good independent shops, typically only dealers have these.
Then again, failure to start may be a completely different problem. I would check the DME codes to start - there may be something very wrong. Also, if the starter turns over (you didn't mention if it did), then there is not a problem with the alarm system. - Wayne
