My Fuse F3 blew again....

I have an 04' Mini Cooper R50. This is the 2nd time the fuse F3 blew. When the fuse blew, the system generates bunch codes (8) and check light engine and the DSC lit up. The engine will run sluggish and lost of some power as well. The beauty of internet, I was able to find the part of the answer by replacing the fuse. What I don't understand why the fuse keep blowing? The first time it blew and generated bunch of codes, which they were all related, so I replaced the O2 Sensor (by the cat) and made sure the cable is good and protected and the plug is all the way in. However, I did not replace the O2 sensor after the cat though. I don't think blowing the fuse is related to the O2 sensor after the cat.

Anyone had any ideas what or where I can check to repair this issue for good?

I need help as this is my 1st Mini and I don't have a lot of knowledge yet.
