I'm putting new rear shocks in 2002 mini cooper-s but can't match the lower part of the shock with the the frame where the big screw goes. The shock is lower and I tried to lift it with a jack and it didn't work.Any advise how to achieve it?

You should be able to jack the shock up or lever it up to align the hole. Once close, use a large aligning punch to get the holes together.
