Installing a timing chain tension bolt on r56 s model... I have removed the old one and I'm trying to put the new one in but it will not allow me to put it in far enough for the threads to catch, when I put my finger in the hole I can feel there is something flat, about a half inch in, stopping anything from going in.

That is the chain rail, you have to push it in and hold while screwing in tensioner.
