2009 mini 1.4 runs good when under load you can here a chatter and the the vehicle smokes a lot?

Check your oil level ASAP!!! Sounds like a low oil level issue.

You may have already done damage. The timing guides wear from lack of lubrication and running low on engine oil. This can cause timing chain rattle at start up, noise when running and worse-case scenario a jumped timing engine.
