So, instead of replicating the operating conditions, the owner or tech looks at the static vehicle and guesses what part could create a noise he doesn't hear, then goes on a spending spree. Many repair shops and all retail new car dealers sorta love that.

I'd have to point out that not ALL RETAIL NEW CAR DEALERS operate this way. We've always poked fun at shops that operate like this. "The difference between a mechanic and a technician." I tell my customers all the time that I'm not going to guess with THEIR money. If I can't duplicate the noise I'm not going to start hanging parts on unless I KNOW they have failed, and sometimes you just have to start with what you KNOW has failed and proceed from there.
