Looks like a lot of work!
But should be worth it when done.
If you properly size the AC unit you won't need a dehumidifier.
Biggest mistake with a dx unit is over sizing it.
Error on the smaller side so it runs more and wrings the moisture from the air.

The building is 20x24 and will be insulated at the attic rafters so the 2nd floor will be conditioned. I was planning on using a 12,000 btu, 22.5 SEER. Too big? Would the 9000 btu sized one be better?

Are you putting soffit venting in?
And spacers behind the insulation?
And a ridge vent?

and wear a good mask when working until then

I have a garden sprayer that I’ll use to wet it all down with bleach and then use the odor eliminator once I vacuum up all the debris.
