I voted "going" but then I took another look at the image and noted the position of the front feet of the horse in relation to its back feet.
Revised answer "Coming"

At first I saw them as walking away. But as I studied it, they look like they're coming rather than going.

I voted coming based on the thickness of the reins before looking at any responses.
But face-to-face would fit the same decision.

If that is the answer, it's unfair to not give us that option.
However, since it was not an option I have to stick with my first choice.
