^^^ a half moon won't do it....it has to be a big full moon.

The ball level or the tank level? How long is that tube?

Not sure how the siphon effect works exactly.
All I know is that a tenant's toilet wouldn't stop dribbling until the little refill hose was above the overflow tube.
