I'll go with trying to steal your identity and get your address so they can open a CC as mentioned above. It's harder to move a car than to buy stuff online and have them shipped everywhere.

Seems you're taking all the precautions....so, good luck. Also suspect would be a Texas DMV employee. When renewing tags in Oregon, I'm required to show proof of insurance...

I hate the idea of even suggesting this but... Is it possible that someone close to you is trying to defraud you?
We never really know anyone and I could tell you a story that you wouldn't believe! The outcome ultimately worked in my favor but that was down to luck more than anything else.
