I still don't understand.
I have a pension plan that I built up with almost 40 years of service...but I was never given the opportunity to not pay into social security. Are some states different than others for that?

My understand is only certain Federal employees could skip Social Security and Medicare taxes. Of course congress exempted themselves and set up much better (for them) plan.

So for over 30 years I didn't pay into SS. and I don't have the minimum 40 credits to receive any SS benefits. The good thing is you'll be able to get both your Pension and your SS benefits.
