What Is This Tool?

Left outside my building. Maybe by the fiber guys. What is it good for? Keep or toss?

I would maybe see if I could get it back to the owner.
As a former mechanic, I hated to lose tools.

When I was working downtown, I had left my Fluke multimeter on a planter at one of the LRT platforms. I got to the other end of downtown and realized that I had left it behind after taking a phone call. I ran in steel toed boots over a kilometer and found it exactly where I had left it.... Whew!

Edit: I looked this one up and it appears to be worth a grand total of $45. Canadian.

Not a huge loss for the owner and maybe it is not working correctly.

I think the fiber guy forgot it. Came with a battery pack it was plugged into.
