I'm leaning how to do auto body lead filling; this section is actually really good - good tinning with no burnt flux, good shiny color, nice even spread without any "beading"

That type of information is readily available to the public. Federal grants, asset forfeiture, donations are just a few ways Departments can get equipment without affecting budgets. Manufactures also will donate a vehicle to be used to also get some face time with the public and get their product seen. The finer details about that type of arrangement is a policy thing. Also available to the public for anyone wanting to know. I personally know of a fire station in LA County that had a wealthy widow walked in every year and cut them a check for new piece of equipment/vehicle they needed. Believe it or not, there are members of our society that still like members of public service such as fire and police and have the resources to do things like that. All I am saying is to get all of the facts before you start "bashing" over a single photo. It's just common sense
