I'd guess the origin of the engine that powers these hovercraft is where the name SCAT comes from. Back in the '80s, SCAT made the first HD aluminum aftermarket engine case for VW flat-4 engines. The SCAT case was specifically made to lay on its back (flywheel down) for helicopter (and I presume hovercraft) use.

Today, SCAT is known more for their forged crankshafts (many different engine types). SCAT Enterprises, Inc.

Since SCAT Enterprises was not founded until 1964, as a distributor and manufacturer of VW parts, I would guess that the SCAT mentioned on the hovercraft is completely irrelevant to WWII aircraft, other than maybe having the same historical meaning.

I think it likely that the term refers to the imperative, "Scat!"
That is, to depart quickly.

The same meaning when Dodge came up with The Scat Pack.
The car has scat / The plane has scat.
Ie; it has the ability to move quickly.

I am thinking it is that definition of the term, as compared to "varmint feces" e.g. coyote scat.

from the wiki

The nickname Scat, which Olds used on all fighters assigned to him, was to fulfill a promise he made to Lawton "Scat" Davis, his West Point roommate. Davis been washed out of pilot training because he was color blind, and through the nickname on Olds' aircraft could "at least be here symbolically". 1st Lt. Lawton Davis became a company commander in the 289th Infantry, 75th Infantry Division, and was killed in action near Vielsalm, Belgium, January 16, 1945.
