The horn of the anvil can be used to bend shapes around it, securing the anvil from a side ways blow seems to be the purpose. There are additional stakes into the wood to secure it from rotating in a horizontal axis.

Its used to dampen the ring of the anvil. Usually they use a much heavier chain and more wraps than that. Looks like that ones there just for decoration
