I think what's on top is cheese sauce, and the mustard is underneath.

I LOVE mustard, and I LOVE chili, but I'm not sure that the two go that great together on a hot dog. I can't imagine that it's bad, just not beneficial to have both.

I’m sure that Skyline Chili would beg to differ...the mustard is an essential ingredient.
