Can you identify these utility boxes?

This unit was just installed next to our office park dumpsters. Just wondering what the heck it might be. Hopefully not a surveillance system that will bust me on my early morning drive-by refuse dumps. It's not dark green like all the other utility boxes.

Kind of looks like a Genset enclosure...less the exhaust.

Perhaps a junction box of some type.

There may be an exhaust outlet on the opposite side (end) not photographed.

It's been a topic of conversation for a few of us with a view only of the dumpsters.

What puzzles me is the fact that most Genset enclosures don't usually have so many access doors.

The Genset's we have set have doors all the way around. Access to the diesel engine and radiator and control panel. Most have an automatic run cycle once a week.
