Political Ad question

Honest question here. Not wanting to get a lot of partisan flaming but some education on how this works. PLEASE

Listening to the radio this morning there were several ads praising/criticizing the candidates.

Some are “approved by GW Bush”, some are “by Kerry Edwards 2004”, some are “approved by John Kerry” now, why are there some against (for example) Bush but not “by Kerry Edwards” nor approved by John Kerry” but by the Demo NC? (I’m sure the Republicans have some similar ones but I have not caught those yet; well except for the Swift-vets but that is not “officially” part of the Republican Party).

Is this a loophole by the candidates on how much they can spend or just a way to criticize the other side without saying it was the opposing candidate but his supporting party?

Not sure how the whole campaign finance thing works.
