There are only "X" number of possible answers and they just move the symblos to those numbers. The only possible answers are 9,18,27, etcc..

Note those are all the same symbols? They always contain the "guessed" symbol too.

Is there a flux capacitor involved?

Yes. And each time there's a new game, the symbol of all the 'correct' answers changes.
