You need to revisit the New Orleans timeline. The mayor and the governor were not only late to act, their behavior was obstructionist. The federal government can not send personnel into Louisiana or any other state unless a formal request is submitted by the governor. Again, look at the timeline.

The only thing that is made clear from these events is that the legacy of Huey Long lives and breathes in Louisiana. The state and local governments are corrupt to the bone and ineffectual in a crisis. I'm no fan of our President, but this failure falls squarely in the lap of Louisiana leadership.

Moses is so correct in that Huey Long is still alive in Louisiana. The pervasive mindset of "gettin' sompin for nutin" is still very much alive and well down here. Only now, some of that has been spread across other parts of the nation located in shelters.
