If I remember from a meteorology class I took many years ago, its because the skatter of light is proportional to the square of the wavelength. Blue is at the high end of the visible range so it dominates. Same reason the ocean looks blue when water is actually clear.

A good friend of mine is a crane operator on these high-rise building projects. He was on the Columbia Center here in Seattle and several other very tall buildings. He has asked me a number of times over the years if I would like to go up in one. Yikes. No way in hell. I would prefer to wait until the building is done, and even then it gives me the heebie-jeebies to be in a building that tall.
