Have you tried an internet search? Sometimes comes up with something.

I don't know about other states, but here in Indiana you can pay a yearly fee to access the InDOT page to look them up. I do have several friends on the force locally that have run searches for me in the past. Ya want me to ask if they'll run it for ya?

PM me if so.

In TX, you can go to the DMV and fill out a form. For $2 they will tell you the registered owner. The form has a place for you to sign where you pledge that you need the info for a legal purpose.

California DMV does not seem have a way for the common man to get that info. Only authorized persons or offices have access to that info.

depends on the state

I can run an Or. plate - as can any attorney, or priv. investigator, and various others - but they have to certify why -- e.g. debt collection or what.

You will need to find out from the Cal. DMV what their privacy laws are -- or hire a private investigator or an attorney if you don't want to deal with the bureau.
