Considering that not much more than 10 years ago Russia did not have a hard currency and almost no private industry until the state enterprises were "privatized", I think the answer is mostly yes, 200,000 new millionaires and 24 new billionaires created from nothing in less than 15 years are mostly criminals. Either that or 17 year olf Chechtins in Moscow are one enterprising group of teenagers.
