Bill to Standardize CCW

http://www.nwaonline.net/articles/2008/04/14/news/041508dcgunrecip.txt

Quote:
WASHINGTON -- Americans with state-issued concealed weapons permits would be allowed to carry guns wherever they travel in the country under a bill introduced Monday by 3rd District Rep. John Boozman, R-Rogers.

The measure would eliminate a mishmash of concealed weapons regulations that vary from state to state, Boozman contends. All states would be forced to recognize concealed handgun permits from elsewhere.

Gun control advocates oppose the bill. They say that gun permit standards in some states are so weak that other jurisdictions deserve the right to refuse those license holders.

Boozman said the bill ensures Second Amendment rights.

"I've always felt like you can have a gun, openly display it, and there not be a problem," he said. That some states reject licensed permits from other states "infringes on the Constitution."
...
Boozman's bill would require even Illinois and Wisconsin, which do not have right-to-carry laws, to recognize licenses issued in other states.

A bipartisan group of 33 House members are co-sponsors of the bill, Boozman said.

He acknowledged that it may be difficult to gain enough support for the legislation, and said there is anti-gun sentiment in the Democratic-led Congress. But he cited statistics that indicate crime decreases in states with concealed guns laws.

According to a study cited by the National Rifle Association, violent crime declined each year from 1977 to 1994 in jurisdictions where a concealed gun law was in effect.

Peter Hamm, a spokesman for the Brady Campaign to Prevent Gun Violence said his organization is not anti-gun, but it opposes the bill because of its impact on states.
Since when has the Brady Campaign cared about states rights?

It's absolute folly to think that the anti-gun states would consider recognizing other states' CCW's, when they won't even trust their own voters with CCW's. Will never ever happen. Most realistic scenario is a fed. law that mandates reciprocity of CCW's between states that have CCW's. MA, NJ, NY and such would still always be off limits to CCW. At the moment, it's just a big tit-for-tat with the states who have CCW laws, but feel other states' requirements are either too lax or too strict and so they don't have reciprocity. It's pretty silly that SC and NV have CCW laws for their own citizens, but recognize almost no other states' CCW's.

I was gonna say that too. But then someone would pull out the drivers license or marriage argument. Something about full faith and credit. I dunno.

I don't think carrying a gun open on your hip would be a good idea. All it takes is someone to come up from behind and take it from you...then shoot you with it. Let them guess who is packin' heat!

I've been carrying openly on the bike, but not often in public on foot.

Yup; those are valid arguments. Some states' requirements for drivers' and marriage licenses are exceedingly lax by other states' standards. One could argue rather convincingly that drivers' and marriage license holders are a far greater threat than CCW holders...

Of course, if this passes and states with non-resident licenses don't react fast enough, then others in states where they can't get 'em locally can get one from Florida, etc....

Most modern firearms would not discharge in that situation. Some older guns and some cheap pieces of $h!t might, but those are not the kinds of things that any CCW holder would touch with a ten-foot pole.
