US COE Looking out for NO

A floodwall patch was just found comprised of newspaper & duct tape (painted). Date on the newspaper was 2006.

Just one more example of NO shirking responsibility!

Bah, that's nothing. You guys need to dig to get The Rest of the Story (as Paul Harvey would say). The real patch was made out of an iron plate purchased from a foundry owned by the brother in law of a local city council member at 18 times the retail cost (with payoffs to the councilmember's brother in law) and supplied at half the dimensions required in the specs, two years later than the contract called for. That patch was promptly stolen for its scrap value and the thieves patched the hole with empty beer cans smashed together and stuffed in the wall. That patch was then stolen by bums collecting aluminum cans and they left the newspaper in its place. The newspaper wasn't stolen because the paint hid it from view.

You guys are as hilarious as you are ignorant on the subject. US COE refers to United States Army Corps of Engineers. That is not a New Orleans or Orleans Parish or State of Louisiana operation. I know may come as a surprise. This is the kind of crap that flooded NO.
