It looks like a Medieval Merry-go-round. You put the kids head in the noose (two required to maintain proper balance) and then spin them! Clearly designed before before the invention of the attorney.

Its the traditional midsummer pole in Scandinavia - not least here in Sweden. We dance silly dances around it. Preferably moderately-heavily intoxicated. Then we rape all the women between 15-20 years old. Then we burn a variety of objects as a sacrifice to our primitive gods. All in good spirit and orderly fashion.

My best guess is that someone died there, and this cross is a memorial.
