I think everything has active devices now. Way way back the Brits had big passive listening devices...

You are basicly correct. But the signal to be recieved must be amplified and converted. All this messing with electrons produces RF signals that can be detected.

Anyone use those scanners that detect the repeater in the patrol car's radio? Simply knowing that a patrol car was within a mile of you would be useful on the highway.
