Can the offset of a 1 piece wheel be changed safely?
A friend of mine has some Team Dynamics wheels sitting in the garage. The fronts are a +40mm offset and the rears are +18mm. They are all 15x7s but I need to have all four at +40mm. Can a machinist take out 22mm of offset without causing structural issues?
These are from his track car and will be used on my daily driver.

It's impossible to tell without knowing more about the wheel, but I seriously doubt it. 22mm is alot of material.

How much metal do you have between the bottom of the lug nut taper or ball fit and the back side of the well? As long as you have about 1/8" thickness at the ID of the stud hole after machining, you should be fine.
