Scrape off what you can. Then use a wire brush attachment on a portable drill - or even a drill press and grind away at what's left. BTDT.

My wife has burned plenty of stuff in our stainless pots. I use elbow grease and a scotchbrite pad.

When all else fails, throw in a can of tomatoes & simmer for several hours. The acid in tomatoes is a great pot cleaner. Squirt in some lemon juice as well for good measure.

Boil water in it. Low simmer. And don't let it boil dry.
I'd try this before more aggressive mechanical means.

I'd soak it for days, then go at it w/ a scraper (round off the corners) to get the worst of the rice off, then soak more, then scrape again. Then wire wheel in a drill, finish with a buffing wheel in drill plus polishing/rubbing compound. It will be lots of work, no shortcut that I know of.
If you want to gamble, maybe put pan in oven and run the self-cleaning cycle? |

Soak in in water for a day. Scrape the bottom and vertical part of the sides clean using a single-edge razor blase at a shallow angle. Finish with coarse copper cleaning pad. Takes maybe 5 minutes.
Don't use anything harsher than that. JR |

+1 on Bar Keepers Friend.
This is the BEST for a SS pan of any quality. It does not scratch the surface and actually restores the surface to new. A little elbow grease is required but it works very well. I used on All Clad pans after I burned olive oil in it. Left a brown coating that will not come off with regular washing. |

The first time I did this I took it to a restoration shop where they blasted it with plastic beads (or walnut shells, I don't remember exactly). The second time I did it I had my own blasting cabinet and i used glass beads. Big mistake. They cleaned the burnt rice off, but left a rough surface that I had to polish out by hand.
