Alright. Let's start at the beginning. I responded to this exact quote from masraum on post #9 :"as soon as you start making a right conditional, it is no longer a right".
Do you agree with that completely? You responded to my comment questioning that statement in post #12. Are you able to name a right that does not have conditions/restrictions placed on it? And why are age, criminal record or mental competency not conditions/restrictions?

As a practical matter, and not a rights issue, the competency test or range qual are still total jokes. If I had just touched my first gun, bought it, done the class and range qual. that day, then got my permit, I'd still be 100% legal, but far, far from qualified to carry. And before I took my first class in VA, I had been carrying legally in PA for several years and had been shooting handguns since about the age of four. I was way more qualified before that class than any permit process was gonna make me. There are idiots in every group. Some folks can take up shooting as a serious hobby and never stop sucking at it. No law is going to stop those folks from carrying if they want to. Hopefully, they want to stay out of jail and keep their rights as much as the rest of us do. And so they'll behave themselves.

They are losing money because people are taking the Utah class. Much ado about nothing. |

same in PA. I have a FL non res. but I needed a PA permit to carry. A strange rule here is that you can open carry without a permit, but if you have CCP you have to conceal.

Same in AZ, but the CCW requirement goes away in a few weeks.
