This is a joke, right? Someone posts a video showing a google car with a driver and two passengers and it somehow becomes driverless because of the title of the video? Am I an idiot for even asking?

You should read the articles about it, or the prior posts. Google had licensed drivers sit in the drivers' seat to satisfy legal requirements and to intervene if needed. Those monitors didnt have much if anything to do, it appears.
