Those are tags for tooling or other equipment (GFE) owned by the US government but used by Douglas Aircraft in Tulsa.

Capital equipment would not say property of the US Gov. on them.
Government Furnished Equipment on the other hand....

Dad's not sure exactly where they came from. Said they used to get thrown in his tool bag when he was working on stuff on the flight line. He thinks possibly from some C-47s back in the 70s.

There was a lot of aviation in the Tulsa area years ago. During WW2 they built bombers there along with other birds.
