obviously these suppress eddy formation and stabilize the boundary layer by distributed dampening

Perhaps. But I'd like to test that hypothesis versus the one stating that the interface of the lash strip with the headlight glass creates an area of negative pressure causing the lashes to deflect along a vector consistent with the negative y-axis and nullifying the distributed dampening.

You guys are over thinking this. They are vortex generators to decrease drag for enhanced fuel efficiency.
