If the original question is improperly worded or asked without providing enough background info to answer it correctly, it usually results in another question. But, that is bad form and is usually a result of impatience or conversational laziness.

This is basically how I handle it at work:
"I can't answer that question with the info I have, if you elaborate and provide the info necessary to make a logical decision I may be able to provide an answer.

Kinda funny, some of you may know she was born is Seoul Korea... and was adopted by an Anglo Oregon family when she was less than a year old through a program set up by an Korean war vet. So she likes meat and potatoes, country music, even has a bit of a cute country drawl.

And spot on with a lot of stress going on, move, cohabiting, daughter off to college.

when momma asks me a question I always say....huh?

Is that considered answering a question with a question?
